Health Share Programs

If you don’t qualify for a subsidy and health insurance is too expensive, joining a health sharing program may be a better option for you. To avoid the high cost of health insurance, many people are turning to healthshare plans instead and are never looking back. Costs are often less than half what health insurance costs.

Healthshare programs are not health insurance, but they do serve the same purpose. They are organizations that facilitate the sharing of medical expenses among members. Members are often aware of where (and to whom) their money is going and are able to contribute more if desired, making the process more personal and more community-like.
Health share programs tend not to have networks or require referrals, meaning you have more choice in your healthcare provider. Some do have a faith-based component and often require members to sign a statement of faith; many members prefer health share programs because it means being with like-minded individuals and never paying for something they disagree with (such as birth control or abortion). But not all health share programs are faith-based.

Healthshare plans are not for everyone, however. Health care sharing programs tend to be for healthy individuals, one of the reasons why costs are kept so low.

Unlike insurance, not every health share program covers preventative care or pre-existing conditions, so if either is important to you, you might be better off picking a traditional insurance plan. Likewise, if you go to the doctor often, a health share plan may not be the best option for you.

Colorado Health Care Options: Insurance and Health Share Programs

In Colorado, you have guaranteed access to health insurance approved under the Affordable Care Act (ACA), including 10 Essential Benefits, and 100% coverage for a long list of preventive services. If you earn less than 400% of the federal poverty level, you will also receive subsidies from the government to help you pay for your health insurance.

ACA plans provide guaranteed acceptance of pre-existing conditions for coverage. No one can be denied coverage, regardless of health status or pre-existing conditions. However, if you decide to purchase a non-ACA policy (catastrophic or short-term coverage), you are not guaranteed coverage for pre-existing conditions. You also will not be 100% covered for preventive care and will not receive the 10 Essential Benefits provided by Obamacare plans.

Insurance isn’t your only health care option. Health share programs have been around for the last thirty years and now have more than a million members nationwide. People are feeling increasingly frustrated with the high costs of insurance and the never-ending hoops they have to jump through. Offering more flexibility, autonomy, and savings, more and more people are turning to health share programs instead. Read on to learn more.

Premium Tax Credits

If your household income is below 400% of the federal poverty level, you can qualify for a premium tax credit (subsidy) to reduce the amount you pay for ACA-approved plans purchased on the Colorado health insurance exchange.

Household incomes below 400%  of the FPL qualify for assistance in paying for health care premiums. Additional tax credits called cost-sharing subsidies are also available for those households with income levels below 250% of the FPL.

Advance premium tax credits can be submitted on the Connect for Health Colorado marketplace exchange at the time of health plan enrollment or as a reimbursement at the end of the tax year with your tax return. Your Personal Benefits Manager can help you correctly estimate your income to avoid repaying any excess subsidy you may receive as an advance premium tax credit.

Catastrophic, short-term and other alternative coverage plans do not qualify for tax credit subsidies.

Colorado’s Connect for Health Colorado marketplace is state-operated, so some deadlines and regulations may differ slightly from federally-facilitated exchanges.

ACA-Qualified Health Plans

ACA-qualified health plans are sold both on and off the Connect for Health Colorado exchange. ColoHealth is certified by the Colorado exchange to assist you in the process. We can also help you consider plans not on the exchange or coverage outside the open enrollment period.

Based on premiums and deductibles, ACA-qualified health plans are categorized by four Metal tiers: Platinum, Gold, Silver, and Bronze. The higher premiums with lower deductibles of the Platinum plans are a popular choice for individuals who frequently seek medical care, while the Silver and Bronze plans fall into a lower premium range with higher deductibles for those who need fewer routine medical services.

High-deductible ACA plans can be combined with a health savings account to help pay out-of-pocket costs of copays and deductibles and many other HSA-qualified expenses.

Catastrophic plans are also available to satisfy ACA requirements for those who have hardship exemptions after a non-ACA plan cancellation, and for young adults under the age of 30.

ACA-Qualified Metal (Platinum, Gold, Silver, Bronze) Plans

ACA health plans are categorized into four categories (or metal tiers) based on the actuarial value (percentage of coverage). Typically, the actuarial value is the percentage paid by a carrier for ACA-approved health services.

Bronze Plans offer the lowest premiums in general but have the highest deductibles, copays, and coinsurance, as a result. Bronze plans also typically result in higher limits on out-of-pocket costs. Bronze plans are popular for those who are generally healthy and rarely need medical care, can afford to pay reasonable out-of-pocket costs, and are mostly concerned about the financial impact of an unexpected, major medical event.

Platinum Plans have the highest premiums but have lower deductibles, smaller copays, and coinsurance. Platinum plans typically have the lowest out-of-pocket limits. Platinum plans are popular for those who seek frequent medical attention.

Silver and Gold Plans offer a middle ground of coverage costs when compared to Bronze and Platinum plans.

Combining Your Health Plan with a Health Savings Account

A health savings account (HSA) is a tax-favored savings account into which you can fund tax-free contributions for use in paying for medical-related costs. When combined with a qualifying high-deductible health plan (HDHP), an HSA can provide lower-cost major medical protection, significant premium savings, immediate tax-savings, and a long-term investment vehicle.

HSA plans, which were first introduced a decade ago, have become the most popular plans we offer due to how much money they save most people. They continue to be available under health care reform—that is, many Metal plans are also HSA plans.

Catastrophic Plans

Catastrophic plans under health care reform were previously only available to people under 30 or people with certain hardship exemptions. After millions of so-called “grandfathered” plans were abruptly canceled in 2013, the Obama administration lifted the age restriction on these plans.

These plans have very low premiums but also require you to pay most costs, other than preventive care, out-of-pocket. Their benefits only begin paying at the point where your care has become extremely costly.

However, because government subsidies and other help are available to people whose incomes are below 400% of the federal poverty level, some people with financial hardships may find buying a Bronze plan with a premium tax credit is a more economical option.

Alternative Coverage Options

If you are without health insurance between open enrollment periods, and you will not qualify for a special enrollment period, you have options. Low-cost supplemental accident plans and critical illness plans are solid options to protect yourself and your family for both routine and unexpected medical care.

Accident Plans

Suffering an accident of any kind can cost you thousands of dollars before your major medical deductible is met. We encourage you to review our affordable accident plans that can cover you while only costing you $100 out-of-pocket if you are treated for an accident. The monthly premium is minimal, but the protection is high in value.

Critical Illness Coverage

Each year, thousands of Americans are diagnosed with serious illnesses such as cancer, heart disease, and stroke. When not prepared, patients suffering these critical illnesses are left to pay for financially-devastating medical costs, which often leads to loss of income and inability to pay for living expenses. A critical illness plan can pay a lump sum to be used for illness-related expenses, including alternative treatment options, travel for treatment, and family expenses.

PPO Networks

Many plans, including HSA plans, are associated with a PPO network that offers discounted pricing. Even if you have not met your deductible, the savings from a PPO can be significant. You can view the doctors and hospitals in all the PPO networks. These networks have been affected by Obamacare, so check with your Personal Benefits Manager at ColoHealth for details.

Health share plans, in contrast, tend not to have networks.

Company Ratings

It’s important to select coverage from a company with a high performance and financial stability rating by one of these industry organizations: A.M. Best, Standard & Poor’s, Moody’s. These organizations independently rate companies based on their financial strength, thus giving you some assurance that your health coverage company will be there when the claim needs to be paid.
